Senior Project Manager – Affordable Housing Development

Are you an experienced affordable housing professional with a passion for project management, financial strategy, and long-term housing solutions? NeighborWorks Umpqua (NWU) is seeking a Senior Project Manager to lead housing development projects and oversee portfolio performance strategies. This role is integral to ensuring the success and sustainability of NWU’s housing initiatives.

What You’ll Do:

Project Management & Development

  • Lead all aspects of affordable housing development, from site acquisition to lease-up.
  • Research and analyze affordable housing policies, market dynamics, and funding opportunities.
  • Manage permitting, entitlement, and compliance processes, working with contractors and navigating local and state regulations.
  • Oversee closing processes for equity, construction loans, and permanent financing.
  • Collaborate with property management to ensure developments meet operational and community needs.

Funding & Financial Strategy

  • Identify, secure, and manage funding sources such as Low-Income Housing Tax Credits (LIHTC), public grants, tax-exempt bonds, and private contributions.
  • Prepare and submit detailed grant and loan applications, ensuring compliance with all requirements.
  • Work with the finance team to align asset performance with funding agreements and long-term financial goals.

Asset Oversight & Portfolio Management

  • Partner with finance and property management teams to monitor and analyze the financial, operational, and physical performance of NWU’s housing portfolio.
  • Develop and implement strategies for capital improvements, major repairs, and property upgrades to enhance asset sustainability and value.
  • Oversee capital planning and budgeting to ensure efficient resource allocation.
  • Collaborate with construction teams to ensure effective execution of capital projects.

Partnership & Stakeholder Engagement

  • Develop and maintain strong relationships with public agencies, funders, community organizations, and industry partners.
  • Represent NWU at community meetings, public hearings, and industry events.

Team Leadership & Collaboration

  • Work cross-functionally with teams to ensure consistency and alignment across projects.
  • Mentor and provide guidance to junior staff in housing development and asset management.

What You Bring:

  • Expertise in affordable housing, including knowledge of LIHTC, tax-exempt bonds, public grants, and compliance requirements.
  • Strong project and financial management skills with proven experience managing complex housing development projects.
  • Ability to build and maintain relationships with public agencies, funders, and community partners.
  • Analytical and problem-solving skills with the ability to assess risks, develop solutions, and drive strategic decision-making.
  • Proficiency in Microsoft Office, project management software, and financial analysis tools.

Minimum Qualifications

  • Bachelor’s degree in real estate, urban planning, public administration, business, or a related field, or equivalent experience.
  • At least seven years of experience in affordable housing development, finance, or asset management.
  • Proven success in securing and managing funding for affordable housing projects.
  • Strong knowledge of housing policies, compliance regulations, and long-term asset planning.
